For the dough:

- Preparation:
- In a large bowl, combine the flour and salt. Add the diced butter and rub it into the flour mixture with your fingers until it resembles coarse crumbs.
- Gradually add the water, mixing with a fork, until the dough comes together. Knead the dough gently on a floured surface until smooth. Wrap it in plastic wrap and refrigerate for at least 30 minutes.
- In a large skillet, heat the olive oil over medium heat. Add the chopped onion and bell pepper and cook until softened.
- Add the ground beef to the skillet and cook, breaking it up with a spoon, until browned and cooked through.
- Stir in the cumin, paprika, salt, and pepper. Add the chopped olives, raisins, and chopped hard-boiled eggs. Remove from heat and let the filling cool.
- Preheat the oven to 200°C (400°F) and line a baking sheet with parchment paper.
- Roll out the chilled dough on a floured surface to about 1/8 inch thickness. Cut out circles using a round cutter or glass.
- Place a spoonful of the filling in the center of each dough circle. Fold the dough over the filling and crimp the edges with a fork to seal.
- Place the empanadas on the prepared baking sheet. Brush the tops with the beaten egg.
- Bake the empanadas for about 20 minutes, or until golden brown and crispy.
- Serve the empanadas hot, with salsa or chimichurri sauce on the side.
